Check out this cheerful fellow. What's that in his bag, you ask? Why, it's his own poop, and if that shovel in his hand is any indication, he's just finished scooping it himself, and happily! Those birds are apparently whispering words of a congratulatory nature in his ears. So why can't American dogs scoop their own poop, huh? Because they just aren't as interested in the betterment of society as a whole, that's why.
